Собщения за/разшифровываются только на латинице или в транслите.
Если писать кириллицей (локаль UTF-8 ) , то у получателя (и наоборот) вместо кириллических символов вопросительные знаки.
При отключенном шифровании обмен кириллицей нормальный.

Это ещё с KDE3 тянется. Баг в апстриме на kgpg я давно повешал.
