Согласен, что утилита нужная:

$ rpmquery -f `type -p ionice`
schedutils-2.15-alt1

но она у нас уже есть.

Насчёт #3193, у нас уже есть лиминты даже более широкие чем ionice:

$ rpmquery -f /etc/sysconfig/limits
service-0.5.19-alt2

$ rpmquery -f /etc/sysconfig/limits.d/crond 
vixie-cron-4.1.20060426-alt6
