Я сделал тот же сплеш, только с дефолтным фоном.
Нужно тупо скопировать каталог kde4 из design-graphics-default и все будет клево.

И ksplashrc убрать из skel/.kde4 , т.к. уже дублирует дефолт

А лучше всего тупо скопировать всё, заменив содержимое файлов по необходимости

В свежепоставленной системе нет строки "Theme=Air"

Не надо этого делать. Она переименуется.
