В /usr/share/applications/cups.desktop есть строка:

Name[ru.UTF-8]=Настройка печати

В GNOME/KDE3 показывается локализованной, в KDE4 не показывается локализованной.

У нас нет таких локалей
ls -1d /usr/lib/locale/ru*

"UTF-8" следует указывать в соответствующем параметре, который по умолчанию UTF-8
