Наличие данного файла препятствует нормальному перезапуску cbq после обновления пакета. Имеет смысл переименовать этот файл во что-нить, _не_ попадающее под маску \'cbq-*\'. См. подробноcти в /etc/rc.d/init.d/cbq, функция cbq_init()
