При попытке создать rpm, выдается ошибка отсутствия модуля Pod::Text, но он
установлен в пакете perl-podlators.

Да, проблема в новом Pod::Text:
Pod::Text no longer derives from Pod::Parser so the method 'interpolate' does
not exist.
