В пакете kernel-modules-kvm-rhel-ovz-rhel-83-alt3.132626.13.M51.30 не хватает зависимостей:

Provides:  kernel-modules-kvm-rhel-%kversion-%flavour-%krelease = %version-%release
Conflicts: kernel-modules-kvm-rhel-%kversion-%flavour-%krelease < %version-%release
Conflicts: kernel-modules-kvm-rhel-%kversion-%flavour-%krelease > %version-%release

Такой Provides необходим в том числе для работы update-kernel, а Conflicts нужны для запрета одновременной установки нескольких модулей для одной сборки ядра (такая ситуация возможна, если по какой-либо причине будет собрана новая версия модуля без обновления ядра).
