1. apt-get install mod_php
встали apache-common, apache, mod_php
2. apt-get remove apache-common
удаляется apache, удаляется apache-common, при попытке сноса mod_php:
/usr/bin/subst: open: /etc/httpd/conf/httpd.conf: No such file or directory
error: execution of %preun scriptlet from mod_php-4.3.2-alt0.cvs20030405 failed, exit status 1
E: Sub-process /bin/rpm returned an error code (255)

Если снести сначала mod_php, а потом apache-common, то всё путём. Нужно проверять наличие апача при включении/выключении модуля в httpd.conf
