Вышло обновление пакета disser, где среди прочего добавлено управление колонтитулами. Пакет потянет за собой обновление natbib из texlive-latex-base.
Также обновлён gost - добавлен Юникод.

Боюсь, они ищут нового майнтейнера, который бы сперва обновил их в сизифе.

Я думаю, что багу надо закрыть в связи с обновлением texlive.

В texlive2017 пакеты gost и disser достаточно новые.
