после апгрейда версии 208->210 расплодились зомби-процессы:
$ ps axo stat,ppid,pid,comm | grep -w defunct | head
ZN       1   316 systemq.sh <defunct>
ZN       1   337 notify-send <defunct>
Zs       1   446 sadc <defunct>
ZN       1   504 notify-send <defunct>
Zs       1   542 sh <defunct>
ZN       1   655 systemq.sh <defunct>

Zs       1   745 sh <defunct>

Количество этих зомби прижимает пользователя к лимитам в /etc/security/limits.conf

P.S. перезагрузку системы не делал.

оказалось, что systemd перестал реагировать.
Перезагрузка всё "починила".
