в 1.8.8-alt1 в юнит файл было добавлено:
RefuseManualStart=yes
RefuseManualStop=yes

Нужны веские обоснования, что бы запрещать администратору остановить, запустить сервис.
Мне, например, сегодня понадобилось остановить dbus.
