Надо собрать 
 --with-libpotrace
и -devel пакетом,
так как libpotrace нужна для обновления texlive.
пример см. potrace в fedora rawhide.
там
%configure --enable-shared --disable-static \
 --enable-metric --with-libpotrace --with-pic
