Собираю 0.10.0, там такое сообщение:
pkg_resources.DistributionNotFound: The 'python-editor>=0.3' distribution was not found and is required by alembic

Работает. Это я писал к тому, что 
python-editor>=0.3'... is required by alembic

Возможно, зависимость забыли в другом пакете?
