Предлагаю организовать мониторинг/перезапуск используемого веб-сервера какой-нить мониторилкой, чтоб не приходилось это делать руками при перезапусках контейнера/сервера.

Теперь prometheus-backend поднимается через systemd. Вроде нормально.
