Предлагаю сделать пакет firefox-esr-l10n не зависящим от архитектуры (это же, видимо, неспешно относится и к пакетам локализации обычного firefox).

PS: забыл ноут дома, очередная стадия обживания на эльбрусе %)

Наврал. Нельзя его сделать noarch.
