$ /sbin/getcap /usr/libexec/gstreamer-1.0/gst-ptp-helper
/usr/libexec/gstreamer-1.0/gst-ptp-helper = cap_net_bind_service,cap_net_admin+ep

Зачем ему еще и suid, если есть capabilities?
