пустой тег URL.
значение url используется при генерации distromap. Чтобы помочь роботу
не путать gcc-defaults с собственно gcc, надо указать в URL: хоть что-то, 
хотя бы на git репозиторий пакета на gitery.altlinux.org
в идеале www.altlinux.org/страница.
