Каждый раз после перезапуска контейнера с p.a.o приходится делать такое:

[root@prometheus ~]# screen 
Directory '/var/run/screen' must have mode 777.
[root@prometheus ~]# chmod 777 /var/run/screen/
[root@prometheus ~]# 

После, всё работает.

$ cat /etc/tmpfiles.d/screen.conf 
d /var/run/screen 0775 root screen

У вас что-то там сломано.
