Hello,

  the dropbear-server package is severely limited.

* pam-login is missing ( = no password authentication, public_key only with dbclient)
* start-script is missing
* /etc/dropbear/ directory that holds the hostkeys is missing from the package
* lots of fixes happened upstream since dropbear-2017.75 so a bump to 2018.76 seems a good idea.

I'll attach my findings.
