После обновления до версии 3.1.1-alt1.1 при обращении к nrpe получаем (сразу же):

# /usr/lib/nagios/plugins/check_nrpe -H localhost -p 5876
CHECK_NRPE: Error - Could not complete SSL handshake.

(клиентская сторона той же версии:
# rpm -qf /usr/lib/nagios/plugins/check_nrpe
nagios-addons-nrpe-3.1.1-alt1.1.x86_64
# rpm -q nagios-addons-nrpe
nagios-addons-nrpe-3.1.1-alt1.1.x86_64  )

Замечено, что подключение успешно, если на обеих сторонаx вписана опция "-n" (=don't use ssl).  И есть подозрение, что проблема связана с переходом на сборку с openssl 1.1
