При запуске скрипта lxc-to-lxd требует установку пакета python3-lxc, которого нет в сизифе:
# lxc-to-lxd
You must have python3-lxc installed for this script to work.

Утилита "lxc-to-lxd" была полностью переписана на Go в LXD ветки 3.X
