Firstly, liblxc.so.* should be packaged into liblxc package.
Secondly, lxc-libs is a misleading name for a package: once liblxc.so.* are moved into liblxc, the would be no libraries left in the package.

 - Moved %_datadir/lxc/hooks to lxc-runtime.
 - Do not package %_datadir/lxc/lxc-patch.py.
 - Clean up spec, drop needless build and runtime dependencies.
