Предлагаю для совместимости и удобства добавить симлинки /usr/lib/locale/?? по кодам языков.
Причём, именно на .utf8
Например:
ln -s ru_RU.utf8 /usr/lib/locale/ru
ln -s uk_UA.utf8 /usr/lib/locale/uk

На самом деле в KDE баг(или в glibc, т.к. у нас, как всегда, не как у всех, починю), но было бы неплохо, полагаю, иметь такие локали.

Учитывая, что /usr/share/locale/?? есть.
