Steps to Reproduce:
1.press Ctrl-N 
2.new window opens, right 
3. press Ctrl-Shift-N 
Actual Results:  
again new window opens 

Expected Results:  
new tab

У вас наверняка переключение раскладки на Ctrl-Shift настроено. 
Работать не будет,либо меняем переключатель,либо патчим xkb. 
И вообще новая закладка по Ctrl-T открывается во всех браузерах.
