apt-https в p10 (apt-https-0.5.15lorg2-alt87) игнорирует переменную окружения https_proxy, как и заданные настройки прокси Acquire::https::proxy в apt.conf

http прокси при этом работает исправно. Возможно это как в Сизифе 38543.
