Согласно https://github.com/pypa/readme_renderer/blob/44.0/pyproject.toml, readme_renderer (https://packages.altlinux.org/ru/sisyphus/srpms/python3-module-readme-renderer/) в текущей его версии требует docutils не меньше 0.21.2.
