openuds-server зависит от devel пакетов:

$ apt-cache depends openuds-server |grep devel
  Depends: libpango-devel
  Depends: libxmlsec1-openssl-devel

Прошу исправить.

Обе зависимости появились без объяснения причин:

Каковы были причины?

Без этих зависимостей не работает корректно локализация.

Можете поисследовать, что именно требуется от этих пакетов? Возможно, они запакованы неверно.
