С версии dart 6.15.0-alt1 в spec файле по умолчанию отключена сборка пакета python3-module-dartpy, в связи с чем он недоступен для установки
Данный пакет является python биндингом для dart, замены в репозитории нет

В P11 данный пакет предоставляется
