необходимо добавить
Requires(post,postun): stplr
, иначе в одной транзакции со stplr могут быть установлены или удалены не в том порядке.

Да и вообще не очень хорошо зависеть на выполнение чего-то вместо того, чтоб просто положить файлы на диск.

Например, как в apt-conf-max, который первый раз в систему можно ставить в любом порядке в одной транзакции с apt.
А flatpak-repo-flathub -- пример потенциальных проблем. #52055
