# modprobe lt_serial
# l /dev/ttyLT0 
crw-------  1 root root 62, 64 Mar 22 10:37 /dev/ttyLT0
# l /dev/modem
ls: /dev/modem: No such file or directory

Еще может быть не правильные для него права.
