Из-за дополнительной обёртки вокруг svnserve stop, reload обрабатываются
неправильно.

Steps to Reproduce:
1. start svnserve
2. restart svnserve

Actual Results:  
# service svnserve start
Starting svnserve service: [ DONE ]
# service svnserve restart
Service svnserve is not running.
Starting svnserve service: Can't bind server socket: Address already in use


Expected Results:  
Subversion server restarted
