sources.list.d не работает - добавление в него файлов ровным счетом ни на что не
влияет.

Не верю: в ALM2.4 работает, с тех пор ничего не менялось.

Как тебе такой testcase:
[root@salto root]# mv /etc/apt/sources.list /etc/apt/sources.list.d/distribution
[root@salto root]# apt-get update
Reading Package Lists... Done
Building Dependency Tree... Done
[root@salto root]# apt-cache search icewm
[root@salto root]# 

Кстати, если в /etc/apt/sources.list.d/ положить файл с именем sources.list, то
все работает.

файлы в этом каталоге должны заканчиваться на .list
