Steps to Reproduce:
$ rpm -q --qf '%{LICENSE}\n' libgsf
GPL
$


Expected Results:  
$ grep GPL libgsf-1.10.1/README libgsf-1.10.1/ChangeLog
libgsf-1.10.1/README:   libgsf is licensed under the terms of the GNU LGPL
included in the
libgsf-1.10.1/ChangeLog:        * COPYING.LIB: update the the version of the
LGPL license we're
libgsf-1.10.1/ChangeLog:        * Relicense from GPL -> LGPL
