While building with rpm -bb I have:

checking for flags to link embedded Perl...  -Wl,-O1 -
L/usr/local/lib /usr/lib/perl5/i386-linux/auto/DynaLoader/DynaLoader.a -
L/usr/lib/perl5/i386-linux/CORE -lperl -ldl -lm -lpthread -lc -lcrypt
checking for python... /usr/bin/python
checking for Python distutils module... no
configure: error: distutils module not found

Steps to Reproduce:
1.rpm -bb postgresql8.1.spec
