Внедрить сборку всех пакетов с LTO по умолчанию. 

Это уже реализовано в Opensuse[1], Fedora[2], Clearlinux, Ubuntu[3], запланировано в Debian.

Общая задача, чтоб на неё можно было ссылаться и чтоб она была публична.
