Enter new bug -> sisyhpus -> component -> find.

Если получился ровно один компонент, то сменить его уже не получится.

Это потому, что форма подразумевалась как однопроходная. У нас она чуть-чуть
упрощена. Более серьёзные изменения приведут к переписыванию enter_bug.cgi

Конечно допишу/перепишу. Всё равно много чего с других багзилл придётся стащить 
для повышения юзабилити.

Здесь небольшой regression. Надо будет понять, насколько серьёзный - нужен js 
для фетчинга списка багов.
