Описание пакета не говорит о его назначении. Например, в описании предлагается установить пакет и посмотреть в /usr/share/doc/hasher-1.3.9/QUICKSTART что это за пакет и для чего он нужен.

Например так:

Hasher is a tool for constructing chroot and 
safely build packages in the clean environment. It
makes clean environment on every build. Hasher obtains packages
from APT repositories so fast internet connection or local
mirror is highly recommended.
