+++ This bug was initially created as a clone of Bug #19161 +++

By default, the standard sgml-mode and xml-mode from Emacs are used; C-h f
xml-mode:

xml-mode is an alias for `sgml-mode' in `sgml-mode.el'.

and it's from /usr/share/emacs/22.1/lisp/textmodes/sgml-mode.elc , not from
psgml .

Expected:

If I have installed emacs-mode-psgml, I'd like the modes from psgml to override
the standard ones.
------- Comment #1 From 2014-11-05 20:42:25 -------
В 4.1/branch исправления не будут вноситься уже технически (заглушена очередь
на сборку), поэтому прошу ошибки, актуальные для sisyphus/p7/t7, перевесить на
текущие ветки или сизиф.
