We need a admin/branch-remove.howto file documenting branch removal,
similar to admin/branch-clone.howto file documenting branch creation.

This documentation is needed now to actually remove old branches.

We might need to separately document how to stop branch processing which is the first step of branch removal.

I propose to use different term for this action -- retire/retirement because we are not planning (not yet, at least) to remove old branches completely, we just want to remove heaviest parts of them.
